Jurong Lake District Master Plan Explained
Jurong Lake District is a 410-hectare planned district in western Singapore. Official sources describe it as the largest mixed-use business district outside the city centre, with a long-term mix of offices, homes, public spaces and transport.

What the plan is
The plan is a government-led transformation of land around Jurong East, Jurong Lake and Jurong Lake Gardens. It is meant to add jobs and homes in the west rather than concentrating more activity only in the city centre. The commonly used nickname "second CBD" is not used here as an official title.
Official scale and long-term purpose
The official district figure is 410 hectares. The Planning and Urban Design Guide says that when fully developed over 20 to 30 years the district can provide 100,000 new jobs and 20,000 new homes. STB gives a 2040 to 2050 horizon for those figures. Treat both as planning targets, not completed facts.

Key precincts and existing anchors
Jurong Gateway is the commercial part of the district in URA’s overview. The Town Hall Link White Site sits next to Jurong Town Hall and is connected to Jurong East MRT and the future CR19 station via multi-level pedestrian linkages.
Lakeside is the leisure-focused area in URA’s overview, covering the lake and Jurong Lake Gardens. NParks opened the rejuvenated Chinese and Japanese Gardens on 8 September 2024.
URA’s listed overview names two areas: commercial Jurong Gateway and the leisure-focused Lakeside area. Precinct diagrams in the Planning and Urban Design Guide should be treated as conceptual unless a specific site has been launched for sale.

Chinese and Japanese Gardens

NParks opened the rejuvenated Chinese and Japanese Gardens on 8 September 2024, completing the 90-hectare Jurong Lake Gardens. NParks describes this as Singapore's first national gardens in the heartlands. URA describes Jurong Lake Gardens as Singapore's third national garden.

Town Hall Link White Site
URA launched this White site on 3 July 2026. The tender closes at 12 noon on 17 November 2026. Official materials describe a mixed-use plot that can include up to 1,200 private homes, a minimum of 40,000 sqm of office space, and complementary uses, with pedestrian links toward Jurong East MRT and the future Jurong Lake District CRL station.

Housing, offices, public spaces and transport
The published mix is offices, homes, retail, community uses and attractions around Jurong Lake Gardens. Public-space work that is already open includes the Chinese and Japanese Gardens. Transport is covered separately because Jurong Region Line Stage 1 and Cross Island Line Phase 2 are different projects from Cross Island Line Phase 3.
Confirmed versus conceptual plans
The Planning and Urban Design Guide states that its illustrations are conceptual and indicative. Land use and intensity still follow the URA Master Plan. This site treats launched tenders, completed openings and dated agency targets as stronger facts than artist impressions.
